On August 23 1992, a covert operation led by General Roberts (Martin Sheen) launched a device from a customised, top secret, aircraft which was to control the weather. However communication with the machine was lost and within hours a deadly hurricane formed which became one of America's greatest natural disasters - Hurricane Andrew. In the wake of the catastrophe, all evidence of the operation was swiftly covered up.

It is now seven years since Hurricane Andrew and, in another covert operation General Roberts recruits Ron Young (Luke Perry), a meteorologist who has developed a software program and storm device with the potential to direct and control weather systems. Launching it into the eye of the weather front 300 miles off the Californian coast General Roberts gives the order to employ Young's device in an attempt to re-direct the storm to Mexico.

But the storm accelerates to the force of a super hurricane with winds exceeding 400 miles an hour... and it's still heading straight for the city of Los Angeles.
