When a spate of unusual killings begin to terrorise the city, police detective Lou Capell and his old partner Ted Lonergan begin investigating, but are puzzled by the strange web-like substance discovered near the crime scenes. The true extent of the danger is only revealed to them when they meet beautiful scientist Sherry Carpenter, who tells them of the terrifying consequences of a secret research project which aimed to create the perfect soldier. With time running out, this unlikely trio must now do everything they can to stop the killer before it claims any more lives.
