An unstoppable force is about to meet an immovable object as tough Los Angeles cop Frank "BULLETPROOF" McBain (Gary Busey) embarks on a dangerous mission to retrieve a top secret attack vehicle. The vehicle, code named Thunderblast, can withstand the impact of just about any weapon imaginable. Cuban, Libyan and Russian terrorists plan to seize the much-coveted battle machine at a Mexican village near the Texan border. A convoy led by the beautiful Lt Devon Shepard (Darlanne Fluegel) is escorting Thunderblast when it is ambushed by the terrorists, led by the Mexican General Brogardo (Rene Enriquez) and the Libyan Col Kartiff (Henry Silva). The ruthless Brogardo and Kartiff want Devon to show them how to operate Thunderblast.
The courageous Devon initially resists, but is finally forced to cooperate when members of her convoy begin to be systematically executed. Only one man has the skills and knowledge of the area to rescue the hostages and Thunderblast: ex-government agent, now LA cop Frank McBain, better known as "BULLETPROOF" for his seeming invulnerability. Apart from the usual dangers, McBain faces an additional challenge - Devon and he were once lovers. McBain makes his way to the terrorist camp, but he is captured. However, the resourceful Devon, whose love for McBain has been rekindled, helps him escape into the Mexican countryside. McBain pursues Devon and Thunderblast as they are being transported by Kartiff and a convoy to the Russian Major (Bill Smith), an enemy from McBain's past. McBain surreptitiously jumps aboard the convoy, subdues the terrorists sand rescues Devon. McBain and Devon enter Thunderblast and go after Kartiff. The Libyan Colonel falls victim to the tank, setting the stage for the final and explosive confrontation between McBain and his arch-nemesis, the Russian Major.
